How Cumberland County figures your tax bill

In the state’s rate table, Crossville is the only city in Cumberland County with a tax rate of its own.

The county starts with your appraised value. That is what the Assessor says your property is worth. A home is taxed on 25% of it. That part is the assessed value. The tax rate is a charge on each $100 of assessed value.

Appraised value × 25% = assessed value
Assessed value ÷ 100 × tax rate = tax for the year

A property inside a city pays the county tax and the city tax. The table shows the two rates together. A property outside a city pays the county rate, $1.135.

The Crossville rate is $1.7409. At that rate a home pays $435.23 a year for each $100,000 of appraised value. $100,000 × 25% is $25,000 of assessed value. $25,000 ÷ 100 × $1.7409 is $435.23.

Crossville$1.7409$435.23

These are the 2025 certified rates, the latest the state has published. A commercial property is taxed on 40% of its appraised value, at the same rates.

When the bill comes and when it is due

Cumberland County’s property records are on the state’s Tennessee Property Assessment Data site, assessment.cot.tn.gov. Choose Cumberland County, then search by owner, address or parcel. The record shows the appraised value, the land and the building details.

Read the building details on your record. A wrong square footage, an extra bathroom or a basement marked as finished raises the value. If a detail is wrong, tell the Assessor’s office.

If your appraised value looks too high

You can ask the Assessor to look at your value again. This is the informal review. It costs nothing.

When to file

The Assessor has not published dates for a review. The Assessor makes the year’s values public in May, and mails a notice to each owner whose value changed. Ask before the county Board meets in June.

How the review works in Cumberland County

The Assessor has not published a review process. Call the office at (931) 484-5745 and ask for a review of your value.

A review can lower your value, leave it the same or raise it.

What to send

Send facts about the value. The Assessor sets the value and does not set the tax rate, so a complaint about the bill does not help.

Hands sorting printed photos of a house, a folder of papers and a tape measure on a kitchen table
  • Recent sales of similar homes near yours, for less than your appraised value.
  • Errors in your record, such as the wrong square footage or a basement marked as finished.
  • Photos and repair estimates for problems that lower the value.
  • Your closing statement, if you bought the home for less than its appraised value.

More evidence helps. A price estimate from a website is not a sale, and an assessor does not count it. See how to find comparable sales and the Tennessee appeal guide.

If the Assessor keeps your value

The next step is the Cumberland County Board of Equalization. County boards start to meet on June 1. After the county Board, you can appeal to the State Board of Equalization. See the appeal dates for every Tennessee county.

Tax relief and tax freeze in Cumberland County

Tennessee has programs that lower the tax for some homeowners. They do not change your appraised value. You can use a program and also ask for a review of your value.

Tax relief. For owners age 65 or older, owners with a disability, and disabled veterans or their surviving spouses. For the first two groups, the combined 2025 income of the owners and the applicant’s spouse must be $38,470 or less. The program pays part of the tax as a credit, and you do not repay it.

Tax freeze. Cumberland County has not adopted the tax freeze for the county tax. Crossville has a freeze for its own city tax. Its income limit is $50,400.

These are the limits for the 2026 tax year. Apply at the office of the Trustee by April 5, 2027. You can apply when you receive your 2026 tax bill. The phone number is (931) 484-5730.

How the Tennessee relief programs work

When Cumberland County reappraises

Cumberland County set new values for every property in 2022. The next reappraisal is in 2027, on the state Comptroller’s schedule.

Cumberland County sets new values for every property in 2027. The Assessor mails a notice of the new value to each owner whose value changes. Across Tennessee, those notices go out by May 20.

The county is on a 5-year cycle.

Your value generally stays the same between reappraisals unless the property changes or a review changes it.

A reappraisal does not raise the county’s total tax by itself. State law makes the county set a rate that brings in the same total as before. The county commission then votes on the rate for the year.
