How Monroe County figures your tax bill

The county starts with your appraised value. That is what the Assessor says your property is worth. A home is taxed on 25% of it. That part is the assessed value. The tax rate is a charge on each $100 of assessed value.

Appraised value × 25% = assessed value
Assessed value ÷ 100 × tax rate = tax for the year

A property inside a city pays the county tax and the city tax. The table shows the two rates together. A property outside a city pays the county rate, $1.5228.

The Madisonville rate is $2.1223. At that rate a home pays $530.58 a year for each $100,000 of appraised value. $100,000 × 25% is $25,000 of assessed value. $25,000 ÷ 100 × $2.1223 is $530.58.

When the bill comes and when it is due

The county tax can be paid from the first Monday of October. Pay in full by the last day of February to avoid interest. The Assessor sets your value. The Trustee sends the bill and takes the payment.

Interest starts on March 1.

The Monroe County Assessor of Property

Marsha A. Raper is the Assessor of Property for Monroe County. The office sets the appraised value of every property in the county. It does not set the tax rate, and it does not collect the tax.

The Assessor’s website is monroetn.gov. Each property has a record there. The record shows the appraised value, the land and the building details.

Read the building details on your record. A wrong square footage, an extra bathroom or a basement marked as finished raises the value. If a detail is wrong, tell the Assessor’s office.

If your appraised value looks too high

You can ask the Assessor to look at your value again. This is the informal review. It costs nothing.

When to file

The Assessor has not published dates for informal reviews. Call the office before the county Board meets in June.

How the review works in Monroe County

Call the Assessor’s office at (423) 442-3637 to ask how to request a review.

A review can lower your value, leave it the same or raise it.

What to send

Send facts about the value. The Assessor sets the value and does not set the tax rate, so a complaint about the bill does not help.

Hands sorting printed photos of a house, a folder of papers and a tape measure on a kitchen table
  • Recent sales of similar homes near yours, for less than your appraised value.
  • Errors in your record, such as the wrong square footage or a basement marked as finished.
  • Photos and repair estimates for problems that lower the value.
  • Your closing statement, if you bought the home for less than its appraised value.

More evidence helps. A price estimate from a website is not a sale, and an assessor does not count it. See how to find comparable sales and the Tennessee appeal guide.

If the Assessor keeps your value

The next step is the Monroe County Board of Equalization. The Board meets from June 1, 2027. Book a hearing through the Assessor’s office at (423) 442-3637. After the county Board, you can appeal to the State Board of Equalization. See the appeal dates for every Tennessee county.

Tax relief and tax freeze in Monroe County

Tennessee has programs that lower the tax for some homeowners. They do not change your appraised value. You can use a program and also ask for a review of your value.

Tax relief. For owners age 65 or older, owners with a disability, and disabled veterans or their surviving spouses. For the first two groups, the combined 2025 income of the owners and the applicant’s spouse must be $38,470 or less. The program pays part of the tax as a credit, and you do not repay it.

Tax freeze. Monroe County has not adopted the tax freeze for the county tax.

These are the limits for the 2026 tax year. Apply at the office of the Trustee by April 5, 2027. You can apply when you receive your 2026 tax bill. The phone number is (423) 442-2920.

When Monroe County reappraises

Monroe County set new values for every property in 2023. The next reappraisal is in 2028, on the state Comptroller’s schedule.

The county is on a 5-year cycle.

Your value generally stays the same between reappraisals unless the property changes or a review changes it.

A reappraisal does not raise the county’s total tax by itself. State law makes the county set a rate that brings in the same total as before. The county commission then votes on the rate for the year.
