How Sullivan County figures your tax bill
Kingsport, Bristol, Bluff City and part of Johnson City are in Sullivan County. Each city adds its own rate to the county rate.
The county starts with your appraised value. That is what the Assessor says your property is worth. A home is taxed on 25% of it. That part is the assessed value. The tax rate is a charge on each $100 of assessed value.
Appraised value × 25% = assessed value
Assessed value ÷ 100 × tax rate = tax for the year
A property inside a city pays the county tax and the city tax. The table shows the two rates together. A property outside a city pays the county rate, $1.6129.
The Kingsport rate is $3.2902. At that rate a home pays $822.55 a year for each $100,000 of appraised value. $100,000 × 25% is $25,000 of assessed value. $25,000 ÷ 100 × $3.2902 is $822.55.
| City or district | 2025 rate for each $100 assessed | A home’s tax for each $100,000 appraised |
|---|---|---|
| Kingsport | $3.2902 | $822.55 |
| Outside a city | $1.6129 | $403.23 |
| Bluff City | $2.5029 | $625.73 |
| Bristol | $3.4579 | $864.48 |
| Johnson City | $2.9914 | $747.85 |
These are the 2025 certified rates, the latest the state has published. A commercial property is taxed on 40% of its appraised value, at the same rates.

When the bill comes and when it is due
The Trustee mails tax bills in late September. Pay in full by the last day of February to avoid interest. The Assessor sets your value. The Trustee sends the bill and takes the payment.
The tax can be paid from the first Monday of October. Interest is 1.5% for each month from March 1. You can pay in parts from October to February with no interest. The Trustee does not send a monthly bill. The Trustee opens branch offices in Bristol and Kingsport on some days of the tax season.

Sullivan County’s property records are on the state’s Tennessee Property Assessment Data site, assessment.cot.tn.gov. Choose Sullivan County, then search by owner, address or parcel. The record shows the appraised value, the land and the building details.
Read the building details on your record. A wrong square footage, an extra bathroom or a basement marked as finished raises the value. If a detail is wrong, tell the Assessor’s office.
If your appraised value looks too high
You can ask the Assessor to look at your value again. This is the informal review. It costs nothing.
When to file
In its 2025 reappraisal, the Assessor held informal hearings by appointment in May. The Assessor has not published dates for the 2027 reappraisal.
How the review works in Sullivan County
Call the Assessor’s office at (423) 323-6455 and ask for a review of your value. In a reappraisal year, an appraiser from the office meets the owner by appointment.
A review can lower your value, leave it the same or raise it.
What to send
Send facts about the value. The Assessor sets the value and does not set the tax rate, so a complaint about the bill does not help.

- Recent sales of similar homes near yours, for less than your appraised value.
- Errors in your record, such as the wrong square footage or a basement marked as finished.
- Photos and repair estimates for problems that lower the value.
- Your closing statement, if you bought the home for less than its appraised value.
More evidence helps. A price estimate from a website is not a sale, and an assessor does not count it. See how to find comparable sales and the Tennessee appeal guide.
If the Assessor keeps your value
The next step is the Sullivan County Board of Equalization. County boards start to meet on June 1. After the county Board, you can appeal to the State Board of Equalization. See the appeal dates for every Tennessee county.

Tax relief and tax freeze in Sullivan County
Tennessee has programs that lower the tax for some homeowners. They do not change your appraised value. You can use a program and also ask for a review of your value.
Tax relief. For owners age 65 or older, owners with a disability, and disabled veterans or their surviving spouses. For the first two groups, the combined 2025 income of the owners and the applicant’s spouse must be $38,470 or less. The program pays part of the tax as a credit, and you do not repay it.
Tax freeze. Sullivan County has not adopted the tax freeze for the county tax.
These are the limits for the 2026 tax year. Apply at the office of the Trustee by April 5, 2027. You can apply when you receive your 2026 tax bill. The phone number is (423) 323-6470.
Call the Trustee’s office for an appointment. An owner already in the program returns the state’s voucher to the Trustee’s office each year.
When Sullivan County reappraises
Sullivan County set new values for every property in 2025. The next reappraisal is in 2027, on the state Comptroller’s schedule.
Sullivan County sets new values for every property in 2027. The Assessor mails a notice of the new value to each owner whose value changes. Across Tennessee, those notices go out by May 20.
The county is on a 2-year cycle.
Your value generally stays the same between reappraisals unless the property changes or a review changes it.
A reappraisal does not raise the county’s total tax by itself. State law makes the county set a rate that brings in the same total as before. The county commission then votes on the rate for the year.
